Nascar Racing Videos

I'm new here and hope I've come to the right place for the answers to my questions. I know this is a different kind of thread from most I see posted here. Anyway, I'm thinking about possibly getting a scanner as a Christmas gift for someone, but I don't know how legal or practical they are. If you take your own scanner to a NASCAR race, are you allowed to use it? Will it really work? Do ya"ll have any such experience? I'm looking at the one from Radio Shack. Any ideas on that one or others? Thanks.
